Count things that reflect life change, not just service volume.

Useful measures: goal attainment, days housed, employment starts and 90-day retention, hospitalizations, ER contacts, group objective completion, and participant satisfaction.

Volume measures like units billed describe effort, not effect. Report both, and never confuse them.
